What is USCIS Form G-28 used for?

Form G-28 tells DHS that an eligible attorney or accredited representative is appearing for a specific applicant, petitioner, requestor, beneficiary, derivative, or respondent. It is not the benefit application itself. Prepare it alongside the related petition, application, appeal, or other request so the names, receipt information, representation scope, and delivery preferences agree across the filing.
The representative must independently qualify to practice before DHS. The client’s signature acknowledges the appearance and the requested handling of notices and secure identity documents. Do not use G-28 merely to name a helper, interpreter, document preparer, or unaccredited consultant. If the matter is outside the geographical confines of the United States and involves a foreign attorney, review whether Form G-28I is the applicable notice instead.
